La producción del nexo migración-terrorismo en Estados Unidos (2001-2025): expansión punitiva del control migratorio

Resumo

El artículo analiza la producción del nexo migración-terrorismo en Estados Unidos entre 2001 y 2025 y examina sus efectos en la expansión punitiva del control migratorio. A partir de una aproximación teórico-documental –basada en literatura especializada, legislación, informes institucionales y discursos de seguridad– se sostiene que dicho nexo opera como una racionalidad de seguridad que reorganiza categorías jurídicas, administrativas y discursivas con el propósito de convertir al migrante en sujeto de sospecha. El texto muestra, en primer lugar, cómo el antiterrorismo amplió las causales de exclusión, detención y deportación; en segundo lugar, analiza cómo fortaleció formas de castigo administrativo con menores garantías procesales; y, finalmente, examina cómo consolidó un lenguaje público que normaliza la vigilancia, la excepcionalidad y la sospecha sobre la movilidad. Se concluye que la asociación entre migración y terrorismo permite legitimar una gobernanza migratoria punitiva y profundizar la distancia entre ciudadanía y residencia, además de erosionar derechos fundamentales sin demostrar una conexión causal entre migración y violencia terrorista.

Cuenta con una especialidad y segunda maestría por el Colegio de la Frontera Norte en Migración Internacional. Escribe la columna “Fronteras y migración” en La Jornada Morelos. Durante cinco años ha impartido 33 cursos en diferentes universidades. Es aprende-enseñando de la Universidad Nacional Rosario Castellanos y becario del Centro de Investigaciones Sobre América del Norte (CISAN) del Instituto de Investigaciones Económicas (IIE) y de la Facultad de Ciencias Políticas y Sociales (FCPyS) de la UNAM.
