Abstract

Access to healthcare in Mexico is currently considered a human right for all citizens. However, this right is compromised in situations of violence (often criminal), which weaken the rule of law and affect people's lives, undermining its fulfillment. In this essay, we will address the following points: a) the implications of violent and legal environments on the human right to health in Mexico, including an analysis of the historical context; b) a review of existing literature to understand this phenomenon and act accordingly; c) the impacts on the right to health in Mexican society, with an emphasis on criminality, the role of the state, and the phenomenon of femicide; d) an exploration of policy alternatives and possible future scenarios in this area; and, finally, e) reflections to better frame the issue in the Mexican context and consider medium- and long-term options as final conclusions in the form of a balance.

Author Biography

Mariana Tercero Ruiseco, Universidad Nacional Autónoma de México. Facultad de Estudios Superiores Acatlán

PhD student in Ciencias Políticas y Sociales at Facultad de Estudios Superiores Acatlán (FES Acatlán); he studied a Master in Alta Dirección de Gobierno y Políticas Públicas from Instituto Ortega-Vasconcelos. She is a specialist in Instituciones Administrativas de Finanzas Públicas y Licenciada en Ciencias Políticas y Administración Pública. She received an honorable mention in the award of Tesis de Licenciatura en Administración Pública del Instituto Nacional de Administración Pública A.C., mexican section of Instituto Internacional de Ciencias Administrativas (primera edición). She has over 15 years of experience in the field of public administration, specializing in the study of public finances and government accounting. She has worked as Head of the Accounting Department in la Procuraduría General de Justicia del Estado de México, Accountant chief, Income Control, Income Subdirector and manager for Hospital Materno Infantil, all of the former inside Instituto de Seguridad Social del Estado de México y Municipios (ISSEMYM); fulfilled a position as Jefa del Departamento de Control de Inversión y del Departamento de Seguimiento y Registro Contable at Secretaría del Medio Ambiente from Estado de México.

In the academic realm, she works as course teacher at Facultad de Ciencias Políticas y Sociales and at Facultad de Estudios Superiores Acatlán, both for the Bachelor in Ciencias Políticas y Administración Pública. She is also a teacher for the postgraduate studies at FES Acatlán in Especialización en Instituciones Administrativas de Finanzas Públicas. Currently she is still giving lectures, conferences, and 'coloquios'. Adding to the later, she is enrolled as advisor in a variety of title-degree works both for bachelor and specialty.
