Federalism with a gender perspective in Mexico. State Development Plans as an instrument

Abstract

The objective of this document was to explore how gender perspective is understood within Mexican federalism. A specific aim was to examine how gender perspective is implemented in Mexican federalism across the 32 State Development Plans (PED) in effect as of 2024.

Documentary analysis was employed to understand: How is gender perspective understood within a federalist model?  How is it implemented in Mexican federal entities through their PED? The central argument of the research was that Mexican federalism with a gender perspective is still under construction, as its implementation in the PED is carried out in a differentiated manner.

The review of the PED revealed a heterogeneous perception of the category of gender, which implies varying scopes for addressing the main associated problems. The results obtained demonstrate the necessity of considering the gender perspective as a cross-cutting axis.
